The "Blue Book" refers to the Animal Welfare Act and Animal Welfare Regulations published by USDA's Animal and Plant Health Inspection Service (APHIS). The "Blue Book" is published as a tool to improve compliance among our licenses and registrants and to enhance the consistency of inspections.
